東京は、広範囲にわたり地盤の低い地域が広がっており、津波・高潮による浸水を許せば、都民の生命・財産が脅かされるだけでなく、世界経済にも影響が及ぶ恐れがあります。
東京都は、必要な投資を行い、東京港内に防潮堤や水門を整備し、想定される津波や高潮から市街地を守っています。さらに、水門の閉鎖を遠隔操作する高潮対策センターを２箇所設置し、どちらかのセンターが機能不全に陥ったとしても、一方のセンターから全ての水門を遠隔操作できる厳重な対策を実施しています。このような東京港の津波・高潮対策を是非とも海外の方に知っていただきたいと考えます。
本視察会では、東京都港湾局の第二高潮対策センターを見学し、水門の遠隔操作の様子をご覧いただきます。また、東京都港湾局の船に乗船し、運河から、都民の憩いの場ともなっている内部護岸を見学していただくともに、あわせて観光の観点から運河クルーズをお楽しみいただければと思います。

■A Special Invitation to Foreign Chambers of Commerce in Japan
Port of Tokyo Inspection Tour　- Experience Tokyo’s Dynamic Waterfront -

◇About the Tour
The land of Tokyo contains a vast "zero meter" zone where the ground is below sea level at full tide, meaning that there are areas of the city facing a high level of flood risk that would cause massive damage. If such areas should be flooded by a tsunami or high tides, not only Tokyo citizens’ life and property would be threatened, but also businesses in Tokyo could be damaged, which could affect the global economy too.
The Tokyo Metropolitan Government (TMG) protects the city area against possible tsunami and high tide events by enhancing investment in countermeasures as well as the development of seawalls and floodgates. In addition, TMG has constructed two high tide management centers that operate to open and close floodgates by remote control. If one of the centers should fail to function, the other would be able to open and close all the floodgates. TMG would like to increase awareness among foreign residents regarding Tokyo’s tsunami and high tide countermeasures.
During the tour, participants will visit the Second High Tide Management Center and see how the floodgates are operated by remote control. Participants will also board TMG’s ship and observe an interior embankment, which provides a relaxing oasis for the citizens, from a canal. We hope the participants will enjoy the canal cruise from viewpoint of sightseeing as well.
